• Technical analysis in the field of quality control of energy performance certificates – the preparation of systemic bases for the technical supervision of the quality of energy performance certificates and the implementation of quality control.
• Technical support for the introduction of the Decree on Energy Management in the Public Sector (OG RS No. 52/16), which includes the implementation of energy accounting, the definition and implementation of measures to increase energy efficiency and reporting on energy use.
• Preparation of updated technical bases for the determination of cost-effective minimal requirements for buildings and building elements.

The above tasks are derived from Directive 2010/31/EU on the Energy Performance of Buildings and from the Energy Act (EZ-1), which also prescribes to the competent ministry the technical supervision of issued energy performance certificates, the establishment of the system of energy management in public buildings and the introduction of nearly zero-energy buildings.
